The actual complaint, and the nature of it, is not included in this document; it is elsewhere in the FCC docket (21-194). The procedural order is from May; the docket shows that the matter was settled (terms not disclosed) in early July. The complaint concerned charges for terminating VoIP calls, a matter where the FCC is very confused, and thus leaves plenty of room for lawyers to argue how to apply a baroque set of obsolete rules, modified over time to reflect further confusion rather than clarification. -- Fred R.
