Court Backs Qwest Over Local Carriers In Rate Dispute Local phone exchanges wrongly charged Qwest, a long-distance carrier now belonging to CenturyLink, higher fees for connecting calls than they did for AT&T and Sprint, a California state appeals court has ruled. The three-judge panel upheld a decision of the California Public Utilities Commission finding that the local carriers discriminated against Qwest, which had to pay more for switched access services. The Chinese network equipment maker holds more than 10,000 US patents and claims Verizon is illegally using three related to optical transport network systems. I think not Commentary: Flagship phones are giving us only incremental improvements, and our upgrade culture makes less sense than ever. By Sareena Dayaram We all know the drill. As Apple's annual fall event draws close, many of us start to check in on our previous two-year smartphone plan to see if we're eligible for an upgrade in September. After all, the newest phone is only the newest phone for so long.
