A few years ago the FCC issued a ruling that required COs to have 24 hours of backup power and cell sites 8 hours. That was the first federal guidance on the issue and was issued in response to hurricane Katrina and the fact that first responders were using cell phones for communication. With the vastly expanded number of cell sites required for 5G, I don't know if the rule still is in force. Hope this helps.
