Well, they did it because their network is too fragile for the demand.

Naw, they did it to get rid of the flat-raters over time.

I've had an iPhone for 18 months. My average data use is 25 megs per
month with a top of 40 megs one month. I switched to the $15 plan the
first day it was available. I never did understand why I had to take
the flat-rate plan when I signed on 18 months ago.
I really think they would far rather have had someone like me stay on
the unlimited plan.

If a person understands the LPN rules, then their resistance is futile,
as in The Borg.
But, it really pays to find out whether the receiving carrier will own
the number in your behalf. Last time I checked, Vonage for instance,
does not.
And, don't ever disconnect the service with the number before the
transfer ie effected.
