Q: I learned that email providers sometimes block mail sent from other
providers over the issue of misuse. But when my provider was blocked,
I wasn't told. I only learned later that some of my outgoing mail
wasn't delivered. Shouldn't email users be notified if they're being
blocked?

A: The deliberate blocking of email traffic is an anti-spam (junk
mail) defense. While it inconveniences some email users, it's also
fleeting, so users are unlikely to be notified.

Subject: What scratches your personal itch?
To my readers:
There's a saying in the Open Source community: that people solve
problems to scratch their personal itch. This isn't a plea for
participation in Open Source, although that is, by definition, a
Good Thing(tm), but rather a plea for participation in the Telecom
Digest.
So, the question is "What scratches your personal itch?" There are so
many different areas of telecommunications to choose from, and I'd bet
that one particular problem or rule or service is of interest to you.
Let's hear about it: you can draw attention to an issue, ask for help
with a certain kind of equipment or service, or comment on actions by
the FCC, the Congress, or other government organizations.
Let's see what you've got!

Subject: Phone outage impacting 9-1-1 lines in Halifax County, VA

A CenturyLink phone outage has impacted Halifax County residents'
ability to call 9-1-1.
Steve Dishman, the county's Emergency Services Coordinator, is giving
people an alternate number to call in the event of an emergency. He
said citizens should call 434-575-4292, which is the number for the
South Boston Fire Department, in the event of an emergency until the
problem has been fixed.

AT&T's management shakeup raises new questions about its streaming TV
plans.
Changes are afoot for HBO under its new corporate overlords at
AT&T. But what those changes might be are still anyone's guess.
After longtime HBO CEO Richard Plepler abruptly resigned last week,
AT&T executives went on a media tour to talk about the channel's
future, take shots at Netflix, and hint at the streaming service AT&T
plans to launch this year. Still, those interviews didn't reveal much
in the way of specifics. If anything, AT&T and HBO's streaming plans
seem even murkier than they did a week ago.
