Subject: Activists Protest AT&T's New Plan to Cut Labor Costs
December 12, 2019
Outside the UBS Investor Conference in New York City this week,
activists protested vulture hedge fund billionaire Paul Singer's plan
to extract profits from AT&T by eliminating jobs and divesting
critical assets. AT&T has already agreed to some of Singer's
proposals, including announcing a plan to buy back $30 billion of its
own stock over the next three years.

Subject: New York Enacts New Telemarketing Law
By David O. Klein
This week, Governor Andrew Cuomo signed a bill enacting the Nuisance
Call Act, a telemarketing law aimed at curbing the receipt of unwanted
commercial telephone calls by New York residents. The law is intended
to build upon the State's Do-Not-Call Law, which went into effect in
2001.
The new telemarketing law contains two important provisions for our
readership. The first such provision requires live telemarketers to
inform call recipients that they may request to be placed on the
telemarketer's entity-specific do-not-call list. ....

Subject: [Telecom] FCC action against robocaller
https://docs.fcc.gov/public/attachments/DA-19-1250A1.pdf is a citation
for violation of [the] TCPA.
https://docs.fcc.gov/public/attachments/FCC-19-135A1.pdf is a Notice of
Apparent Liability for $9,997,750 for spoofing the number of a competitor
in robocalls.
Apparently there are online robocall platforms where you can set up
calling campaigns. It SEEMS that these platforms should do a couple things
to help with compliance:
1. Check the numbers against the FTC Do Not Call list (recognizing that
robocalls are allowed to people on the Do Not Call list if it's an
emergency or there is an established business relationship).
2. Call the number provided for caller ID for approval of the use of that
number. This could be an automated process. When someone provides the
number through the web platform, call that number with a recorded voice
saying "This number has been provided for a robocall campaign caller ID.
If you authorize the use of this number for caller ID for this campaign,
press 1." or something like that. This would avoid the targeting of a
competitor [as alleged] here.
