Why is it so hard to trace an anonymous bomb threat?
by Russell Brandom
For months, Jewish Community Centers have been targeted by near-daily
bomb threats, with over 100 reports since the beginning of 2017. Last
Friday seemed to offer some respite, with the arrest of an individual
responsible for some of the threats, and a new order from the FCC
stripping anonymity protections from anyone dialing into a JCC. But
the days after the order was issued saw even more threats, which led
to evacuations at a Florida day school, a Delaware community center, a
Brooklyn Children's Museum, and the Anti-Defamation League head-
quarters in Manhattan. This weekend, as many centers prepared for
Purim, six more threats hit Jewish centers in Milwaukee, Indianapolis,
and other cities.

New York City sues Verizon for not completing citywide fiber network
by Catherine Shu
New York City has slapped Verizon with a lawsuit that claims the
telecommunications conglomerate broke a 2008 contract to provide
citywide fiber coverage, depriving residents of competitively priced
options for better television and internet service.
In a statement, New York City Mayor Bill de Blasio said, "Verizon must
face the consequences for breaking the trust of 8.5 million New
Yorkers. Verizon promised that every household in the city would have
access to its fiber-optic FiOS service by 2014. It's 2017 and we're
done waiting. No corporation - no matter how large or powerful - can
break a promise to New Yorkers and get away with it."

Subject: Windstream worries about CenturyLink/Level 3 billing
practices
by Sean Buckley
Windstream is concerned that CenturyLink's pending acquisition of
Level 3 could create a larger carrier that will use its broader market
power to engage in unfair billing and payment practices that could
hinder Windstream's rural broadband expansion efforts.
Echoing a similar concern made by fellow telco Frontier
Communications, Windstream said in an FCC filing (PDF) that has found
Level 3 has either been refusing to pay or delaying payment for what
it says is millions of dollars in wholesale services. Windstream added
that it has received a large number of "rate increase notices from
Level 3 that are inconsistent with the company's past practices."
