CenturyLink, Frontier take lead in CAF-II race, seek complementary wireless
technologies

CenturyLink and Frontier, two service providers that have sizeable
rural market segments, are advancing their rural broadband expansion
efforts via the second phase of the FCC's Connect America Fund
(CAF-II) program.
After accepting $500 million in CAF-II funding, which it will
complement with its own capital, CenturyLink set a goal to deliver
broadband services to about 1.2 million rural households and
businesses in 33 states over the next six years.

ORLANDO, Fla. - Three months after Action 9 first exposed overbilling
complaints against CenturyLink, the telecommunications giant now faces
a class-action lawsuit. A top Orlando attorney filed the federal
lawsuit.
Fred Busching claims his internet and landline were supposed to cost
$80, but his CenturyLink bills packed a mean surprise. "We had one
bill for $280, and I went through the roof," he said.

Subject: CenturyLink says FCC should maintain 3.5 GHz PALs to ease
rural broadband deployments

As CenturyLink looks to continue its broadband expansion efforts in
harder to build rural areas using a mix of wireline and wireless
technologies, the service provider says the FCC should not alter the
rules governing the Priority Access Licenses (PALs) that will be
issued in the 3.5 GHz band.
While the FCC rules define PAL geographic license areas is one census
tract, the FCC has proposed to increase the size of the geographic
license area with both Partial Economic Areas (PEAs) and counties
under consideration.

Subject: History -- fishing vs. undersea cables
A 1961 article in WUTR discusses the issues of protecting
undersea communication cables against aggressive commercial
fishing methods. Cable breaks were disruptive to service
and very expensive to repair.
