Diversify. Have a combination of very different technologies.
Can't trust separate fiber from different carriers, as they may very
well all go through the same conduit for many miles upstream of you,
even if they enter the building in different APOPs, ultimately it
probably runs the same route as the competitor. Same for copper.
Many cells phones let you swap SIMs, you can keep different SIMs from
different carriers activated (of course for a price). Watch out for
MVNOs, so getting say Mint as a backup for T-Mobile isn't going to
do you any good.

The problem, from a user's perspective, is that MVNOs make deals with
whichever carrier is cheapest. I bought a Tracphone when I first moved
to North Carolina, only to find that it was useless in my home, and
that I had to drive for three miles to make a call. I had assumed that
it was using Verizon's network, but that wasn't the case: not that
Verizon is much better, but whichever network Tracphone is using here
is a distant second to it.
So, spare SIMs are a long-odds gamble.

Telecom Alert - 911 Reliability Certification Settlements; ACHP on

The FCC's Enforcement Bureau announced that they have reached
settlements with seven telecommunications providers for failing to file
timely 911 service reliability certifications last year. The seven
companies are Alteva of Warwick, Arkwest Communications, Cass Telephone
Company, ComSouth Telecommunications, Dumont Telephone Company, Genesco
Telephone Company, and Union Telephone Company. In the settlements,
each provider agreed to pay a civil penalty, ranging from $2,400-$4,000,
and implement a compliance plan. The Chief of the FCC's Public Safety
and Homeland Security Bureau stated that the settlements "should remind
industry to take [911 service reliability certification] requirements
seriously."

An 81-year-old Griffin Heights resident has been without landline
telephone service for the past month, her daughter Gwendolyn Thomas
said.
Thomas said she notified CenturyLink technicians, who told her the
problem stems from a damaged telephone circuit. The Democrat has not
received a response as of Thursday morning after inquiries to a
CenturyLink manager.
