Proposing DSL as a realistic alternative seems to me like a debater's point
at best.
Last time I used DSL, it was maddeningly slow - and that was many years ago
when web pages were nowhere near as complex/graphic-laden as they are now.
Even text email was no prize with DSL.
Here in the suburbs of Philadelphia PA, we have two choices: Comcast and
Verizon FIOS.
I have FIOS and no complaints, but my #1 daughter-the-farmer about an hour
west has one "Choice" and it sucks pretty bad - to the point where when I
TeamViewer into her PC to troubleshoot something it's close to useless
response-time-wise.

Catlin was successful in passing House Bill 1099, a law that deals
with internet providers' right of first refusal, an issue that drew
attention in Southwest Colorado last year when Elevate, run by the
nonprofit Delta-Montrose Electric Association co-op, bid to provide
local high-speed fiber-optic service.
But CenturyLink had the right of refusal and took over the grant. In
Ridgway, it then installed slower copper lines.

Subject: Supreme Court declines industry appeal to void 2016 net
neutrality ruling
The US Supreme Court has declined to hear a case brought by the
telecom industry seeking to overturn a ruling that upheld the previous
net neutrality rules, NPR reports. The industry had hoped to have the
ruling quashed in order to avoid any continued legal precedent for the
rules passed in 2015 under the Obama administration.
The FCC has already passed new net neutrality rules, overturning much
of the previous regulations. The regulator was also in favour of
voiding the previous decision by the DC Circuit Court in 2016, said
Jessica Rosenworcel, a Democrat on the commission.
