Um, let's say you're not the first person to make that observation.
The government and industry have been working for a couple of years on
adding digital signatures to the SIP control messages that VoIp uses.
It's coming along, but implementing any sort of signalling change takes
a long time.

That's your USA provider following the USA rules. But that's their
(quite sensible) policy, not anything in the protocol.
