Verizon first launched the service in July.

Verizon (Engadget's parent company) is expanding the availability of its
LTE Home internet service to more rural areas across the US. After
launching in July in select markets, it's now available in "parts" of
189 markets across 48 states.
Current Verizon wireless subscribers can get the service for $40 a
month -- as long as they're on a cellular plan that costs more than $30
per month. For those who don't have an existing plan with the carrier,
the service costs $60 per month with paperless billing and autopay.

Subject: Consent To Call? Internet Leads And The Telephone Consumer
Protection Act

On October 16, 2013, new FCC regulations will go into effect that
introduce the requirement of prior express written consent for certain
types of commercial phone calls and text messages to consumers. Among
other things, the new rules require that marketers have prior express
written consent to autodial or send pre-recorded messages to cell
phones. The rules, which put the burden of proof for compliance on the
marketer/caller, come with stiff penalties ($500.00 - $1,500.00 per
call/text) and will open the door for numerous consumer class action
lawsuits.
