In addition to taking New York City data centers offline, Hurricane
Sandy has disrupted cellular service and wired Internet, TV, and phone
services from major providers.
AT&T, Verizon Wireless, T-Mobile, and Sprint have all acknowledged
cellular outages. Wireline services are also being disrupted. Verizon
(the non-wireless part of the company) has acknowledged loss in service
for FiOS voice, Internet, and video, as well as non-FiOS Internet and
phone services.

Technology Changing How Students Learn, Teachers Say

There is a widespread belief among teachers that students' constant
use of digital technology is hampering their attention spans and
ability to persevere in the face of challenging tasks, according to
two surveys of teachers being released on Thursday.
The researchers note that their findings represent the subjective
views of teachers and should not be seen as definitive proof that
widespread use of computers, phones and video games affects students'
capability to focus.
Even so, the researchers who performed the studies, as well as
scholars who study technology's impact on behavior and the brain, say
the studies are significant because of the vantage points of
teachers, who spend hours a day observing students.
The timing of the studies, from two well-regarded research
organizations, appears to be coincidental.

I've been having trouble reaching Google Voice ever since Sandy passed
by. When I dial "my" Google Voice TN, which usually gets me a
computerized voice that tells me if I have messages, I'm hearing an
ATB recording instead.
Has anyone else been having trouble?

Yes, GV seems to be having multiple issues. Many appear to be
the CLEC's failures. You may have better results by going to the
GV page and playing your messages from there.

A U.N.-sponsored conference next month in Dubai will propose new
regulations and restrictions for the Internet, which critics say will
censor free speech, levy tariffs on e-commerce, and even force companies
to clean up their "e-waste" and make gadgets that are better for the
environment.
Concerns about the closed-door event have sparked a Wikileaks-style
info-leaking site, and led the State Department on Wednesday to file a
series of new proposals or tranches seeking to ensure "competition and
commercial agreements -- and not regulation" as the meeting's main message.
Terry Kramer, the chief U.S. envoy to the conference, says the United
States is against sanctions and believes management of the Internet by
one central organization goes against free speech.
