This is just the procedural material relating to how the complaint
will be handled. The actual complaint, and the nature of it, is not
included in this document; it is elsewhere in the FCC docket (21-194).
The procedural order is from May; the docket shows that the matter was
settled (terms not disclosed) in early July. The complaint concerned
charges for terminating VoIP calls, a matter where the FCC is very
confused, and thus leaves plenty of room for lawyers to argue how to
apply a baroque set of obsolete rules, modified over time to reflect
further confusion rather than clarification.

Bargaining opened on Tuesday for over 2,000 CWA-represented workers at
Frontier Communications in California.
In his opening statement, CWA District 9 Vice President Frank Arce
said that he was proud of the service CWA members have provided even
as the COVID-19 pandemic raged and Frontier went through a bankruptcy
and leadership change.
