Thanks for reading this. I'm working at a place that doesn't allow
personal phone calls, and I need a President's Choice card so that I
don't get hit with a surcharge every time I use a payphone.

This is from somebody who knows next to nothing.
Having said that...
My VOIP service allows me to spoof CallerID. What I use it for
is to present my land line's phone number when I make a call
using the Bria app on my iPod.
Seems like the bottom feeders working offshore would use such
functionality as a matter of SOP - and if they are immune to
prosecution under the USA's DNC laws (as
Heather-From-Cardholder-Services seems to be) they would also be
immune to whatever legal action that the likes of McGraw-Hill
might want to take.

With mine (voip.ms), the CID says whatever I program it to say. I
don't know what it defaults to if I don't program it. But I did try
programming it to a different number, and that worked just fine.
But with VoIP, outgoing "lines" don't necessarily correlate to
incoming "lines". I don't have to have (and pay extra for) a number,
if I don't care about incoming calls. Then, I could call you, but you
couldn't call me. A situation that a boiler room might well find
attractive.

This theory has come up before. Your cell phone minutes aren't paying
for the call, they're paying for the connection between the phone and
the base station.
Back in olden days there was a separate per-minute charge for calls
out of the local area, but these days the actuall calls have gotten so
cheap that they throw them in for free with the airtime.
