Subject: Amendments To FTC's Telemarketing Sales Rule
by David O. Klein
Over the years, the Federal Trade Commission (the "FTC" or
"Commission") has made several revisions to the Do-Not-Call
regulations contained in its Telemarketing Sales Rule ("TSR"), as well
as additional amendments to its business-to-businesses exemption and
oral verification recording requirements.

Subject: The Internet as a utility
"Running water and electricity are considered basic parts of our modern
life." I'm not sure you want to compare Internet availability to water -
we're losing the latter.
https://www.cbsnews.com/news/are-you-prepared-for-unaffordable-water-bills
"Water may soon become a luxury item for millions of American families.
Although it's a resource that most consumers take for granted, water
is already unaffordable for one of 10 U.S. households, a share that's
forecast to triple to more than 30 percent of within five years,
according to recent research from Michigan State University...."
The article mentions one set of causes:
"What's causing the run up in water prices? Blame aging infrastructure
that's expensive to repair, as well as climate change. Water systems
are struggling to handle stronger and more frequent storms, which add
to the cost of water treatment. In other cases, drought has decreased
the amount of water available to some municipalities."
But there's another cause: Private equity companies have found that
buying up water utilities is a great profit maker. [This] all sounds
great, but we know how the private equity model works: here's how they
talk about it:
