Subject: FCC Agrees to O'Halleran Plan to Open Investigation into
Northern Arizona Communications Outages
July 12, 2022 Press Release
WASHINGTON - This week, the Federal Communications Commission (FCC)
directed the agency's Enforcement Bureau to investigate repeated
network outages in northern and eastern Arizona in areas served by
Frontier Communications Corporation, heeding the call of Congressman
Tom O'Halleran (AZ-01). O'Halleran reached out to the agency in June,
following reports of a catastrophic outage in Frontier Communications'
network in northern and eastern Arizona that cut access to all
communications--including to 911--for multiple days.

Subject: NC: Local Access Line Telephone Technical Details
This page from the North Carolina Department of Information Technology
gives technical requirements for various "Local Access Service" items,
including a "Integrated Services Digital Network (ISDN) based Basic
Rate Interface (BRI)"
I don't know if any LEC in North Carolina actually offers ISDN BRI,
but I'd sure like to know. I like ISDN BRI!

Subject: AZ: Centurylink's Assistance Program for the Medically
Needy
In Arizona, if I'm reading this right, if there are two people in your
household and your household income is less than $23,592, your family
qualifies to benefit from the Telephone Assistance program.
Here's what the form says:
In order to be eligible for Centurylink's TAP discount program,
there must be a medical need for a telephone in the household and
[the household must] be at or below the federal poverty
guidelines indicated in the income chart below.

By Chuck Vandenberg, Pen City Current Editor
LEE COUNTY - A proposed $280,000 settlement with CenturyLink will be
in front of the Lee County Supervisors on Monday.
The agreement is being proposed as a settlement to litigation that
CenturyLink initiated in 2020 after the communications company
satisfied a judgment against it related to a construction project to
expand and repave a road to and around the Iowa Fertilizer Plant in
