Subject: GAO Mandates Study of Federal Efforts to Spur NG9-1-1
Services
On June 30th, the House Appropriations Committee approved a Report
(and Amendment) to the Departments of Transportation, and Housing and
Urban Development, and Related Agencies Appropriations Bill of 2023
that directs the Government Accountability Office (GAO) to conduct a
study of the efforts federal agencies are undertaking to promote the
deployment of NG9-1-1 services. The report will include
(i) a summary of how the NHTSA and NTIA are jointly executing the
charge to facilitate coordination and communication between Federal,
state, and local entities and provide grants to eligible entities,
including states, for 9-1-1 implementation and improvements; and

Subject: Third Circuit Court of Appeals issued a significant
decision regarding the TCPA
by Angelica Rankins
On June 14, 2022, the Third Circuit Court of Appeals (Third Circuit)
issued a significant decision regarding the TCPA's restrictions ... on
using an automatic telephone dialing system (ATDS) definition to make
calls or texts to cellphones without prior express consent. In
Panzarella v. Navient Solutions, Inc, a divided panel of the Third
Circuit held that merely using a system with the capacity to be an
ATDS to send the challenged text or message is not enough to establish
a violation.

Subject: Using Electric Utility Easements For Broadband
by Casey Lide and Thomas B. Magee
With tens of billions of dollars being made available for rural
broadband infrastructure projects, electric utilities - including
rural electric cooperatives, publicly owned power companies, and
investor owned utilities - stand ready to play a crucial role in
bringing broadband to unserved and underserved areas of the
U.S. Easement issues are a significant concern for many of them.

Subject: The 988 Suicide and Crisis Lifeline is now live
The new shortcode will exist alongside the current 10-digit number
By Chethan Rao
-800-273-TALK (8255) probably might be the most important phone
eleven-digit phone number to exist in North America. The National
Suicide Prevention Lifeline links callers to one of more than 200
groups and call centers run by the likes of The Samaritans and helps
get them through some of their lowest moments. Mental health advocates
have been pushing to get the service onto a shortcode for a long time,
though, and we're only now seeing the fruits of years of work to bring
the Lifeline to 988.
