Requirements For Federally Regulated Industries

On June 14, 2022, the Minister of Public Safety, Marco Mendicino,
introduced into Parliament the first reading of Bill C-26, An Act
respecting cybersecurity, amending the Telecommunications Act and
making consequential amendments to other Acts (the "Bill"). The Bill
amends the Telecommunications Act and enacts a new Act: the Critical
Cyber Systems Protection Act ("CCSPA"), establishing a new
cybersecurity compliance regime for federally regulated private
industries and powers for the Governor-in-Council and the Minister of
Industry to order Canadian telecommunication services ("Telcos") to
take action to secure the protection of the Canadian
telecommunications system, including against threats of interference,
manipulation or disruption. Non-compliance with either regime may
result in high monetary penalties or imprisonment for individuals.

Subject: Jun 23, 2022 - Big Contract Wins at Frontier and other news
Bargaining Update - Frontier
CWA District 4 members reached a tentative agreement yesterday for the
Frontier North contract, which covers close to 600 workers over 12
locals in Illinois, Indiana, Ohio, Michigan, and Wisconsin. The new
four-year contract includes wage increases, improved pension minimums,
job security protections, no changes to 401(k) contributions, a
recognition of Juneteenth as a paid holiday, and more.
CWA members at Frontier in Minnesota also have reached a tentative
agreement for a new four-year contract. The contract includes wage
increases every six months for the life of the contract, improved
benefits such as increased boot and meal allowances, added language to
ensure workers' receive full termination pay, new health and safety
language to protect members, a recognition of Juneteenth as a paid
holiday, and more.

Subject: Third Circuit Decision Broadens TCPA Autodialer Definition?

Courts across the country continue to adapt in the wake of the
U.S. Supreme Court's decision in Facebook, Inc. v. Duguid. A little
over a year ago, this landmark case settled a circuit split about what
features dialing equipment must have to qualify as an autodialer under
the Telephone Consumer Protection Act ("TCPA"). Despite the decision's
ramifications, most interpreting courts declined to step away from
Facebook's analysis. However, this may have changed in a case titled
Panzarella v. Navient Solutions, Inc. In this recent decision, the
Third Circuit seems to have broadened the TCPA autodialer definition
to a startling degree.
