This matter is regrettable, but is all too common in coastal cities.
Critical infrastructure is separated from a world of ocean by only a
few feet of elevation, or man-made barriers which may provide 'blue
sky' protection, but not in the face of a storm.  There is an
apparently hopeful assumption that the water level will stay forever
precisely where it is.

For example,

The island of Maui, home to 157,000 people and host to 7.3 million
visitors last year, has, according to publicly available info, two
significant generation facilities: the Kahului Power Plant and the
Maalaea Power plant.  The Kahului plant is within 50' of the ocean and
at about 10' elevation......the Maalaea plant is within about 800' of
the ocean and is at about 20' elevation.

The rest of the generation capacity consists of an 80 year old sugar
mill, some wind power, and scattered solar.....returning these from a
black start would be doubtful, and their total output is about 10-15%
of the base load of the island.

Clearly, they are happily hoping against the flood that someday will
indeed come.
