Subject: How To Protect Yourself From Zoom-Hijacking

On March 30, 2020, the FBI announced that it has received multiple
reports of video-teleconferencing (VTC) hijacking attacks in recent
weeks. The attacks target the VTC platform Zoom and involve
unidentified individuals joining online meetings and disrupting them
with pornographic and/or hate images and speech. This type of attack
is being referred to as "Zoom-bombing." On April 5, 2020, Zoom rolled
out updates that address some of the platform's issues, but these
updates do not completely eliminate the risk of VTC hijacking attacks.

COVID-19: Hospitals And Health Care Providers Included In New Guidance
On The Emergency Purpose Exception To The Telephone Consumer
Protection Act (TCPA)

The Federal Communications Commission (FCC) has issued a Declaratory
Ruling providing guidance (Guidance) on the implementation of the
Telephone Consumer Protection Act of 1991 (TCPA) as COVID-19 continues
to necessitate wider communications to inform the public and keep
people connected. This Guidance confirms that COVID-19 qualifies as an
"emergency" under the TCPA, making certain communications relating to
and necessitated by the pandemic lawful under the "emergency
exception" to the TCPA if certain caller and content requirements are
satisfied. This article reviews the effect of this new Guidance and
outlines guidelines to navigate compliance according to this
clarification by the FCC.

Subject: Executive Order Formalizes Telecom Foreign Investment

On April 4, the White House released an Executive Order establishing
the Committee for the Assessment of Foreign Participation in the
United States Telecommunications Services Sector (the "Committee") to
assess foreign ownership and national security issues in the
telecommunications sector. The Committee will be led by the Attorney
General and comprised of the Secretaries of the Department of Defense
and the Department of Homeland Security and other executive agency
heads, or assistants to the President, as determined by the President.
Advisors to the Committee include the heads of several Executive
Branch agencies.
