Telecommunications providers are subject to a panoply of federal
regulations and reporting requirements under the Communications Act,
including regulation and reporting regarding privacy and security,
contributions for the support of universal access to
telecommunications services, and accessibility for disabled
persons. Two of those reporting requirements have filing deadlines on
Monday, April 1st.

In recent years, lawsuits alleging violations of the Telephone
Consumer Protection Act ("TCPA") have become among the most frequently
filed lawsuits in the federal courts. The number of TCPA cases filed
in 2018 was staggering - 4,392. The exposure to potential liability in
such lawsuits can threaten to jeopardize the financial viability of
businesses, particularly when the lawsuits are filed as class
actions. In addition, the TCPA carries the additional exposure to
potential personal liability. Statutory penalties may be imposed in an
amount of either $500.00 per call or text, or $1500.00 if the
violation is deemed willful. Often, plaintiffs will seek to recover
for two violations arising from a single telephone call/text: (i)
based on a phone call or text message placed through an auto-dialer
without their consent; and (ii) because they received the phone call
or text message despite listing their phone numbers on the national Do
Not Call registry.

You are assuming the Caller ID isn't spoofed. My work phone
gets a ton of the tech-support 800 calls, while my cell
phone usually gets all the neighbor spoofed CID calls.
At this point, I'd think the potential victims would be saturated and
it wouldn't be worth attempting any longer, but apparently there
is still money to be found there.

My attitude on spam calls is unchanged: those who get them will be
most effective at stopping them if they take one for the team, and pay
it forward by wasting as much of the salesman's time as possible. The
time of the call-takers is payed for with
REAL MONEY, and wasting it
is the most reliable way of getting your phone number on the "Hostile
Lead" lists that the marketeers sell each other.
I know this for a fact: it's what I've been doing for years, and I get
less than one spoofed call per week. If everyone who gets a spoofed
call did it, that entire industry would be out of business within a
year.
