You must not be a regular reader of the FCC's web site (I recommend
the old "transition" home page; the new one stinks). As a general
policy, when a Notice or Order of any significance is adopted in an
open meeting, all of the Commissioners issue statements. It's pro
forma, and lets each Commissioner go on record showing where they
stand. Only on seriously controversial issues do these statements
get interesting.

It's been almost 20 years since the breakup of the Bell System, but
some people are still paying monthly fees for their equipment.

Same thing happened in Australia after deregulation in the 1980's, it
took ages for people who just kept paying the same old phone bill to
realise that they could just go down to the local shop and purchase a
handset for the cost of a few months rental.
I also still see some older people paying exorbitant Internet fees
because they signed up for plans many years ago that charge multiple
times the current cost of the same services, but their ISP is still
taking the money because they "....only upgrade on a customer
request".
