Amendment to Law on "Direct Numbers" Good News for Russian Mobile Operators

Amendments to communication laws are being drafted by Russia's IT
and Communications Ministry, which would see mobile operators
receive permission to own so-called 'direct' numbers, according
to press reports. Direct numbers consist of seven digits plus a
three-digit prefix, although they can be dialed from local lines
