Most every mobile service provider pitch you come across nowadays
screams 5G, shorthand for the fifth generation of wireless rolling out
across the country.
While you can't blame the carriers for wanting to usher in the
next era in wireless, millions of people, including many older adults,
still rely on phones and other devices that tap into 3G, the
third-generation networks that debuted in 2002. The 4G networks that
came after have been around more than a decade.

Yesterday, Public Knowledge, Access Humboldt, Benton Institute for
Broadband and Society, Center for Rural Strategies, and New America's
Open Technology Institute filed comments in response to the Federal
Communications Commission's Public Notice seeking comment on a petition
for emergency relief filed by the Alarm Industry Communications Committee.
The petition for emergency relief requests the FCC act to delay the
planned shutdown of AT&T's 3G wireless network in February 2022 because
security, fire, and personal medical alert systems all rely upon it to
function. Because of COVID-19, the alarm industry has not been able to
upgrade these systems to function on modern wireless networks. Without
intervention from the FCC, the shutdown of AT&T's 3G network threatens
to leave some unknown number of alarm systems inoperable. In addition,
an unsupervised shutdown of 3G systems by major carriers nationwide puts
the phone service of millions of Americans - many of them elderly or
low-income - at risk.

Subject: Plan Ahead for Phase Out of 3G Cellular Networks and
Service
If your mobile phone is more than a few years old, you may need to
upgrade your device before your mobile provider shuts down its 3G
network, to avoid losing service. For more information on your mobile
providers' plans for 3G retirement and how you can prepare, contact your
provider directly.
What is happening?
Mobile carriers are shutting down their 3G networks, which rely on older
technology, to make room for more advanced network services, including
5G. As a result, many older cell phones will be unable to make or
receive calls and texts, including calls to 911, or use data services.
This will affect 3G mobile phones and certain older 4G mobile phones
that do not support Voice over LTE (VoLTE or HD Voice).
