The telehealth provisions constitute only a portion of the 70-page legislation, but represent the first major formalization of telehealth laws in Massachusetts. The Act was successfully signed into law on January 1, 2021, following several years of proposed legislation and unsuccessful attempts at laws on insurance coverage and practice standards. (Acurian) "asking the Commission to clarify that a call to a residential telephone line seeking an individual's participation in a clinical pharmaceutical trial is not subject to the [Telephone Consumer Protection Act's (TCPA)]... restrictions on prerecorded calls." But as we've noted more than a few times, heavily subsidizing a bunch of regional monopolies, while not doing anything about the conditions that created and insulate those monopolies, doesn't result in much changing.
