Subject: TX: 911 Director Reflects on 2022
Written by Christy Williams, Director of 9-1-1
I was a little sad as I reflected on 2022. I can’t help feeling there
is still a great deal of negativity, pain, and suffering in the world
since the pandemic. It seems many people remain unsettled. The new
normal isn’t normal for any of us yet, but we can all agree things
have changed since 2020 and likely will never be the same.
As early adopters at NCT9-1-1, we embrace change. However, some of
the changes we have seen are not positive and have become challenges
for us to overcome. We are facing a staffing crisis in the Emergency
Communications Centers (ECCs), in 9-1-1 administrative entities, and
in local government in general. We are also dealing with a lot more
mental health issues than ever before. The last two plus years have
shown increased cases of anxiety, stress, depression, and Post
Traumatic Stress Disorder in our industry. Of course, NCT9-1-1 and
other 9-1-1 entities are working on strategies to mitigate these
challenges.

Subject: Are You Happy With Verizon, T-Mobile, or AT&T?
The 5G race continues to this day, even after those who benefit most
from 5G being “here” told us long ago that the wait was over. If
anything, at least we see 5G icons in our status bars on most days,
although that connection ranges from slower than LTE to faster than our
home internet at any given moment. It’s not the 5G we were promised, but
it is technically here.
I bring up 5G because the entire US carrier ecosystem is now built
around who has the best 5G, thanks to a combination of who can claim to
cover the most people on 5G and how fast that 5G is. 5G is basically the
only thing carriers want to talk about because they reintroduced
unlimited plans a few years back and have adjusted those in all the ways
possible in order to capture your attention and get you to stick around
or switch over. They are out of ideas there. 5G is how they believe they
can standout from competitors.

Subject: New Gateway Provider Rules: Commission Sets New Gateway
Provider Obligation Deadlines, Continues Enforcement Action Against Illegal
Robocalling
by Russell H. Fox and Jonathan P. Garvin
Gateway providers – U.S.-based intermediate providers that serve as the
entry point for foreign calls into the United States – have until
January 11, 2023, to submit certifications, including their robocall
mitigation plans, to the Robocall Mitigation Database ("RMD"). Beginning
April 11, 2023, gateway providers will be prohibited from accepting
traffic from foreign providers not listed in the RMD. Also, starting on
April 11, 2023, downstream intermediate and voice service providers in
the United States will be prohibited from accepting traffic from gateway
providers that fail to submit their certifications to the RMD.

A friend of mine using an old 3G phone with T-Mobile reports that
despite repeated text alerts that they are shutting the GSM 3G network
down this past June, the T-Mo 3G towers near him in Milwaukee are
still live. He said he'll replace the phone when there is no service
left, heh. |
