Unfortunately, in this case, the consumers are probably out of luck, even though they should be getting their cut. States vary, but in Ohio, if it's more than a 3 day outage, AT&T must automatically refund the entire month of BLES. That happened to me precisely once since 2015. For that I'm glad; I keep paying the land line because it's stable, reliable service (including in power outages). https://puco.ohio.gov/utilities/telecom/resources/basic-local-exchange-service PUCO: "While the company is expected to repair service within 24 hours, customers experiencing outages over 72 hours will receive credit for one month of service."

So when natural disasters occur—whether a hurricane, tornado or earthquake—their fears are exacerbated by wireless network outages that cut off their ability to call or text loved ones to check on their safety. However, the real danger of these downed networks is inhibiting communication among first responders who are tasked with coordinating efforts to protect these individuals. Thankfully, efforts from the FCC and mobile carriers to get wireless up and running faster than ever before ensure that this isn’t the problem it once was a decade ago. https://tinyurl.com/4n9vwevv
