Enacting the FTSA was Florida's attempt to address the rise in intrastate telemarketing. Whether intended or not, the FTSA ended up being more restrictive than the statute it was modeled after – the Telephone Consumer Protection Act ("TCPA"). AT&T argued that the claim conveys a broad message that Verizon Frontline is superior to similar offerings of competitors. The NAD held that Verizon's claim, which appeared in a commercial for its Verizon Frontline service, was supported.
